MusickSack mysteriously lists 2 Thomas Lloyd Fowles with birth dates 1816 and 1827. WorldCat lists around 30 publications by Dr Fowle, including a curious Stonehenge Polka (1855), but not 50 Easy Voluntaries. The London Gazette has an entry for March 16th 1858 where he is mentioned as Editor and Proprietor of the Musical Remembrancer. Another mention is found in The National Archives as follows : Thomas Lloyd Fowle of Ryde, Isle of Wight, doctor of music (d.1896).
