- I believe the composer and the conductor (Louis C. Jacoby) of the Jersey City Philharmonic Society ca.1884 are the same person. He gave the New York-area (perhaps the USA) premiere of Louis Spohr's Des Heilands letzte Stunden, WoO 62 (called Calvary in English-speaking areas then) there on the composer's hundredth birthday.
This conductor's birth and deathdates were 1848 and "sometime after 1919, maybe ca.1948", anyhow quite possibly again the composer of this psalm...
