The dedication and Google searches suggest that, like other de Balorres before him, he was a count. This may help with biographic detail.

The 1900 BdlF mentions the self-publication by Balorre of an intermezzo for clarinet quintet - perhaps what was later published as the 2nd movement of this work (or perhaps not)... (does anyone have a copy of the earlier publication to compare?)
