Different WorldCat entries disagree as to whether it is John Thomas or John Rogers Thomas. John Thomas was a Welsh harpist who apparently wrote Four Romances for the harp (WorldCat entry), one of which was "The Tear", and John Rogers Thomas was an American composer, singer, and pianist of Welsh descent, who apparently wrote Welsh Melody The Tear (WorldCat entry) for piano. On the other hand, one or the other of those entries could be incorrect. IMSLP has neither of those works on either composer's page.

If John Thomas is the correct composer, then this is part of 4 Romances, which are: No. 1. The tear; no. 2. The smile; no. 3. The parting; no. 4. The remembrance.
Tagged as if by John Thomas for now, because the arrangement refers to it as a "Romanze". However, this is subject to correction if an original is uploaded that shows something different.
If John Thomas is the correct composer, the page title should be changed to "4 Romances."
