Tulou was a Professor of Flute at the Paris Conservatoire, where several of his works were used in the annual Concours, which would have meant a piano accompaniment, not orchestra. The lists themselves are a bit vague, as several are just listed as "Solo". Therefore, it is not possible to ascertain which version was the original conception, so both are tagged.
