Grove Music lists this work as being for orchestra; in other words, they don't deem the wind parts to be solo.

The 1771-05-03 date is for the performances for which this copy was made and does not apply necessarily to the work, which may have been performed prior to that date; the Stockholm library contains many works- and collections of works- copied from other places near and far during the 18th century, presumably some of them for performance instead of just archivally or just for study. The Stockholm copy does indeed call for oboe and bassoon obbliggato parts.

(Sweden introduced the Gregorian calendar in 1753, so the date is unambiguous.)
