Not the only work Stephan wrote entitled Musik für Orchester; there is another from 1910. This is not identified but would seem to be the one from 1912. (this preface to a new study score of the 1909-10 Musik für Orchester, a larger work of expected duration 35-40 minutes, describes the composition/publication history of Stephan's first few works (his long-lost and only now published "Opus 1" of 1908, his Liebeszauber, his two Music for Orchestra works, his music for Violin and Orchestra, etc.) and some of the differences especially between the last two. Of his earliest works - he did not live so long as to write many in any case - this (it seems this is the 1912? -- see below.) is the best known.- (edit, Dec. 8 '13)
string quintet (in instrumentation) is probably standard "code" for standard string orchestra, as the strings are subdivided (in ways a string quintet could probably not be) from the beginning on. (A string quintet of one to a part might be overrun by the rest of the orchestra in anycase.)
Identification: according to Chandos, Music for Orchestra 1912 begins Langsam und gedehnt (like this one does), while Music for Orchestra 1910 (a rather longer and presumably larger work?) begins Heftig, nicht schnell (unlike this one).
