The first and second movements end with marked pauses; it is possible though not certain that the composer meant the third and fourth movements to be linked. That the tempo indication of the finale is relative (Noch etwas ruhiger) in a way that makes more sense- one might say only makes sense - in the presence of some established basic tempo - suggests this also.
