Manuscript copy exists at Brussels, Conservatoire Royal de Musique according to Lindeman, Structural novelty and tradition in the early romantic piano concerto (p.225) (and to RISM- see above) who also gives formal analysis of this concerto (and dates it to 1795). The ms copy is for "cembalo" (harpsichord) and orchestra. As noted, solo part has clavecin ou fortepiano.
Orchestration could depend on publisher. Published (as concerto no.3 Op.29, by Longman and Broderip) May 27 1795 according to Stationers' etc. with 2 flutes and 2 horns and strings as orchestral accompaniment. (We have these parts above...)
