Composed not later than 1911 (it was mentioned in a biography article of Frühling published in that year, if Google Books can be trusted as to the date of the biography anyway) and one would guess sometime more like the mid-1890s, somewhat after the piano quintet Op.30 was composed (1892), but this isn't a certainty :) - Schissel

Frühling was using paper bought in Brussels? (note "E. Minet, ... Bruxelles" - not an "Engraver" line, since this is a manuscript, but might suggest provenance of music paper, and if he lived in Brussels for a point- or bought music paper at a store that sold music paper from Minet- this could help estimate date of music, some, as could finding some dates of performances.)
