By 1828 (listed in Handbuch der musikalischen Literatur by Carl Friedrich Whistling, 1828 - 2nd - edition, first volume, page 177.) Since opus 91 and works inbetween (several works from opus 9 to 91) are listed on that page also, possibly in the mid-1820s??
(In fact, it's reviewed- though oddly with the key of D minor attached to it - in the August 1824 issue of the magazine Caecilia, readable via Google Books, on page 77 of that issue. So published by 1824. Review refers to the "obligé" cello part as the "Hauptstimme".)
From worklist, seems to be string quartet no.17 (not clear whether some of the quartets preceding are string quartets or quartets with winds.)
Duration on Sony CD (recording by l'Archibudelli, released in 1995) is about 19 minutes.
