Seems possible that he was American (born or naturalized); wrote funeral music for President Garfield, and 70-odd published works of his, piano and band mostly (mostly 1879 to 1885?), are scanned in at the Library of Congress.
According to the biography link Baker was institutionalized for mental illness from 1900 until his death in 1928.
