Library of Congress American Memory has this misfiled under Charles Grobe,but their scan clearly has "Charles Grube" on the title page.
Publication as noted in New York Weekly Review, Volume 7, (Musical Review and Gazette), April 19 1856, p.118, mentioning publication in the fortnight preceding, does attribute to C. Grobe.
Whether or not Grube and Grobe are the same person (at least so far as this work is concerned), Charles Grobe wrote a set of variations on this work, also digitized and uploaded by the Levy Collection. (See here.) (The collection also has a song to basically the same music, vocal part added, composer of music reattributed - see Shells of Ocean, a Song. Not clear whether it's earlier or later than 1856, to be fair; the above work might be a Redowa-Waltz based on this song!...)
