Complete (ms.) orchestral score (191 pages) and parts in the Fleisher Collection of the Free Library of Philadelphia (which only loans to institutions- orchestras, universities, etc.- but it is good to know they are not, as too often happens, simply lost, and in fact are available if some violinist, conductor, orch. want to record them again. Fleisher Collection call no. 1049V Entire Work.) - Schissel
According to Chappell White, the autograph does indeed exist- this is only the case for no.27 otherwise- and has paper-watermark dates 1803 for the Moderato and 1804 for the Allegretto vivo. Also from White: "the final three concertos, appearing in 1815 [27], 1823 [28] and 1824 [29]"... (p.335, Chappell White, "From Vivaldi to Viotti: A History of the Early Classical Violin Concerto")
